EURAMET Workshop: NMI Management in Some Exceptional Situations

Background

During discussion of EURAMET Capacity Building activities we have identified a need to organise a workshop focused on the management of a National Metrology Institute (NMI) / Designated Institute (DI) I in specific exceptional situations, based on experiences that some NMI and DI directors have encountered in the past, for example:

  • The line ministry of a (small) NMI in country X would like to close an NMI. They see that NMI as an, unwelcome, cost in ministry budget of 3 Mio €, and think that calibrations and legal metrology tasks performed by this NMI could be equally performed by private calibration laboratories in that or neighbouring countries.
    The benefits from the point of view of that ministry (good for the public image):
    • Public administration costs will be reduced (savings of public money)
    • Local businesses will be supported (more jobs, more taxes)
  • Retired NMI/DI staff that have been working on a specific service could not be replaced. Consequently, the institute had to ‘grey-out’ a range of CMCs for that service. Significant effort has been put to convince the ministry to grant new employments, train them and reinstate CMCs.
  • An institute had to move to other premises in a very short time, so an institute had to grey-out a range of CMCs, to assure suitable operation of laboratories in the new premises and then arrange the accreditation / peer review in order to re-instate CMCs etc.

 

Objective

In order to support preparation of NMI/DI management in case of the above-mentioned exceptional circumstances, this workshop will give opportunity to exchange experiences on specific critical situations of NMI/DI operations, when it is crucial to ensure support of the NMI/DI important stakeholders.

The event will focus on preparing participants for explaining:

  • the functional importance of an NMI/DI as an institution for national metrology (and dependant fields, like health, trade, industry), and technical quality infrastructure
  • the importance of participation in international metrology activities

 

Whilst some particular example situations will be described, the principles used in dealing with them will have more general application to other situations that NMIs face, so the participants can gain value even where none of these particular examples seem to apply to them.Whilst some particular example situations will be described, the principles used in dealing with them will have more general application to other situations that NMIs face, so the participants can gain value even where none of these particular examples seem to apply to them.

NMI/DI management staff of small/emerging NMI/DIs.
