Peer review of quality management system of Montenegrin Bureau of Metrology (MBM)
Project Description
The rules of the CIPM-MRA require that the NMIs implement and operate a Quality Management System (QMS) complying with ISO/IEC 17 025 to support their calibration activities. The project intends to support the validation of the QMS of MBM using a peer review performed by a quality expert from EURAMET NMI. It will fulfill the requirements of the CIPM and of EURAMET.
A peer review is scheduled to June 2013. The results of peer review will be reported to EURAMET TC-Q during annual meeting in 2014.

Peer review comprised two visits on 5 years cycle. Peer review was performed in accordance with guiding documents for on-site peer reviews within the framework of the CIPM MRA. These are documents of the Joint Committee of Regional Metrology Organisations and the BIPM and the EURAMET Guide compiled by the EURAMET TC-Q.
The first peer review was carried out on 19th and 20th of June 2013. Peer review covered all requirements of the Chapter 4 and the majority of the requirements of the Chapter 5 of the international standard ISO/IEC 17025:2005. Implementation of calibration methods and checking out of related uncertainty budgets (item 5.4 of the ISO/IEC 17025) were out of the scope of the peer review. Twenty-two findings have been identified and registered during the peer review. Seventeen of them were cleared by appropriate corrective actions by the end of 2013. Other 5 findings had a nature of recommendations; however, they were also considered by the MBM, and required preventive measures have been taken.
The second visit within the project was made on 27th and 28th of February 2018. Four findings have been identified and registered during the peer review. Two of them were cleared shortly after the visit by appropriate corrective actions. Other two findings had a nature of recommendations for improvement.
Outcomes of peer reviews were reported by MBM to the TC-Q in 2014 and 2019 through annual reporting.
