Implementation of the BIPM's MRA for EUROMET countries

Project Description

This project will propose processes for establishing and maintaining confidence in results, capabilities and competence between European NMI's for mutual recognition of calibration certificates. The confidence is the output of the result of key and supplementary comparisons and the set up of the efficient quality system in NMIs.

The basic rues are defined in "BIPM Mutual recognition agreement of national measurement standards and calibration certificates issued by national metroloy institutes". The aim of this project is to define the EUROMET processes.

The following subjects will be discussed :

- BIPM draft for MRA and its appendices

- Evaluation and validation

NMI's lists of calibration measurement capabilities

* how to establish and to validate the Calibration measurement capabilities before transmission to JCRB for approval and inclusion in appendix C (the format for presentation will be defined in en other IMG project)

NMI's quality system

* for third party accredited NMI's (by an accreditation body fulfilling the requirement of ISO Guide 58 and participant to the MLA of EA), what is the additional information needed (e.g. name of expert assessors ...?.)

* for a NMI's which are choosen the self declaration way, what are the criteria which should be used to decide whther any visit from other EUROMET members is required in order to confirm the joint committee that there is an internal EUROMET confidence in the quality system as used at the NMI.

This project is managed in relationship with the EUROMET project n° 513 dealing with the list of criteria we would use to require information from the other RMOs which intend to participate to the MRA
